Job Title: Senior Operations Officer

The position requires a Bachelor degree in a relevant field, with at least one (03-05) years in field experience in Operations management. (setting up new offices, administration, Fleet, Assets/inventory, Ware housing, procurement, logistics with humanitarian NGOs with supervisory responsibilities. Proven understanding of complex emergencies, related security concerns and appropriate responses with experience in (NE- Syria) and in insecure environments. Demonstrated attention to detail, following procedures, meeting deadlines and working and problem solving independently and cooperatively. Knowledge of procedures (esp. finance and procurement systems) desirable; budget management, comprehensive understanding of Programs, MEL experience preferred and knowledge of (donor) regulations Desirable. Knowledge of Sphere standards and other training in humanitarian response preferred. Excellent negotiation and representation skills. Under the supervision of NES Operation Coordinator The person will be Responsible for the full and proper implementation systems of management, compliance and control. Assist the Program team and departments to understand their roles and responsibilities in terms of interaction with operation department. These include trainings, regular coordination meetings, problem solving and planning to ensure effective and timely program implementation. The person will Work closely with Finance and Grant & Compliance teams to mitigate fraud, conflict of interest, and regal ramifications. Work closely with procurement team, maintain a clear procurement planning (Quarterly) and make sure that the outlined policies and procedures in FP3 is followed on the hub level. Supervise the fleet management officers on the hub level to ensure systems are followed. Resource mapping for fleet, supplies and facilities management costs to bring more efficiency and system strengthen. Support in establishing and maintain pipeline of supplies, overseeing the logistical aspects of the operation; oversee NFI, commodity storage and movements as needed. Maintain and liaise with finance to ensure compliance and payment schedules; maintain service contracts. Maintain inventory records of materials and materials flow; oversee tracking of all assets and make sure that the systems are followed on the field level. Efficiency and system strengthen in liaise with Operations coordinator.
