Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.
Purpose of Position:
The Deputy Head of Mission is responsible for the overall leadership, representation, program management, security, and administrative functions of the country mission. This includes strategic planning, coordination, and decision-making to achieve the organization’s humanitarian and development objectives in Syria.
A. Liaison and Networking
Build and maintain relationships with UN agencies, institutional donors, INGOs, and diplomatic missions.
Represent the organization in external meetings and coordination mechanisms based in Damascus.
B. Establishing and Managing the Damascus Office
Lead the establishment and registration of the organization's office in Damascus.
Oversee the management of the office, including identifying and addressing needs and resources.
C. Donor Mapping and Coordination
Conduct donor mapping and establish coordination mechanisms with UN agencies and other stakeholders.
Identify funding opportunities and foster relationships with potential donors.
D. External Relations with Authorities
Serve as the primary point of contact with local authorities to ensure compliance with host country requirements.
Maintain open and transparent communication with government entities.
E. Financial and Administrative Oversight
Oversee the financial management of the Damascus office, including budgeting and reporting.
Ensure adherence to donor regulations, internal policies, and local laws.
F. Security and Risk Mitigation
Assess and monitor the security situation, ensuring staff safety and risk mitigation.
Develop and implement a comprehensive security management plan.
G. Compliance and Legal Requirements
Ensure compliance with all host country legal requirements and organizational policies.
Monitor and adapt to changes in legal and regulatory frameworks in Syria.
