General Description:
The Supply Chain and Logistics Coordinator plays a key role in AFH's operations in Northeast Syria (NES), overseeing and optimizing all aspects of supply chain management and logistics to ensure the efficient and effective delivery of humanitarian aid and development resources.
Reporting to the Area Manager, the Coordinator will manage a team of Senior Officers and Officers, while closely collaborating with internal and external stakeholders and partners. This position is vital for ensuring smooth procurement processes, efficient logistics, and timely delivery of resources to meet programmatic goals and enhance the impact of AFH’s work.
STRATEGIC PLANNING AND MANAGEMENT:
Develop and implement supply chain strategies aligned with AFH's mission and objectives.
Monitor supply chain performance metrics and implement improvements to optimize efficiency, cost-effectiveness, and responsiveness.
Regularly assessing and adapting supply chain strategies based on changing conditions, such as shifts in program requirements, security situations, or supply chain disruptions.
Participate in the development of proposals and budgets for new projects.
PROCUREMENT AND INVENTORY MANAGEMENT:
Lead procurement processes, ensuring compliance with AFH and donor policies and procedures.
Lead the procurement process for goods and services, including the development of specifications, solicitation of bids, evaluation of bids, and negotiation of contracts.
Maintain accurate inventory records and oversee stock levels to meet programmatic needs and minimize stockouts.
Establish relationships with reliable local and international suppliers to ensure a stable and cost effective supply chain.
LOGISTICS AND DISTRIBUTION:
Coordinate logistics operations including transportation, warehousing, and distribution of goods
and supplies.
Oversee proper storage and handling procedures for sensitive or perishable materials.
Ensure timely delivery of materials and supplies to project sites, adhering to quality standards and logistical constraints.
Coordinate with local authorities or relevant actors to ensure compliance with any local laws or
restrictions.
COORDINATION AND COLLABORATION:
Collaborate with internal departments (programs, finance, administration) to align supply chain activities with program implementation schedules and budgetary constraints.
Engage with the Finance team on a regular basis to share payment schedules.
Liaise with external stakeholders, suppliers, and partners to facilitate smooth logistics and procurement processes.
Represent the organization in meetings with vendors, donors, and other stakeholders.
CAPACITY BUILDING AND TRAINING:
Lead and manage the procurement team in NES by setting annual work objectives, offering technical support, mentoring/coaching, and developing monthly work plans.
Provide leadership and mentorship to the supply chain team, promoting professionalism, accountability, teamwork, and continuous learning.
Identify skill gaps within the team and address them through targeted training or support.
Conduct training sessions on supply chain management best practices and procedures for staff and partners to ensure compliance with organizational policies
COMPLIANCE AND RISK MANAGEMENT:
Ensure compliance with AFH, donor, and local regulatory requirements throughout the supply chain process.
Identify and mitigate supply chain risks, including security, legal, and operational risks, to safeguard AFH's assets and reputation.
Regularly review supply chain processes to ensure compliance with AFH’s standards, addressing any discrepancies proactively.
Ensure proper documentation and approval processes are followed for procurement and logistics decisions.
Monitor and respond to any unforeseen logistical issues promptly.
Collaborate with any internal/external auditors to provide the required documentation.
REPORTING AND DOCUMENTATION:
Prepare regular reports on supply chain activities, including procurement status, inventory levels, and distribution outcomes.
Generate regular reports on logistics performance, cost analysis, and other key metrics.
Ensure timely submission of reports to internal stakeholders and donors.
Maintain comprehensive documentation and records related to procurement, logistics, and inventory management activities.
Maintain a centralized, accessible archive for all supply chain-related documentation.
Academic Requirements:
Bachelor's degree in logistics, supply chain management, or a related field.
Proven experience (5+ years) in supply chain management, logistics, or procurement, within humanitarian organizations.

Experience in procurement and contract management.
Knowledge of donor regulations and guidelines.
Experience in managing staff, vendors, and external partners.
Excellent attention to detail in work planning and use of systems, with a strong commitment to quality control and standards.
Proficiency in Microsoft Office and supply chain management software.
Ability to adapt to changing environments and work under pressure.
Fluency in English (both written and spoken) and Arabic as a fundamental language
