Liaison Officer has the responsibility to adhere and commit to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment) always. As all managers and coordinators, the Liaison Officer has the responsibility for ensuring that measures to prevent SEAH are implemented and regularly monitored.  The Liaison Officer should ensure that staff under his/her supervision/management understand and comply with ACTED PSEAH policy and have completed the mandatory trainings on the Code of Conduct and the PSEAH Policy.  Liaison Officer should promote an environment to help prevent sexual harassment, exploitation, and abuse both at the office and in the field and report any misconducts or SEAH issues appropriately according to ACTED’s procedures.

Job Purpose

The liaison officer is responsible for all communications with the local authorities at Sub-District and governorate levels. The Liaison Officer is also responsible to engage with the liaison unit of the regional humanitarian coordination platforms (I.e NES Forum). On ad hoc basis, the LO might be asked to provide administrative/human resources/security support.

Objectives

Responsible for overall communications with the local authorities at both District and Governorate/Provincial levels and sub-levels and Asayesh and may provide administrative support as well as security and human resources assistance whenever necessary.

Duties and Responsibilities

  • Internal reporting

 

  • Overview the timely submission and accuracy of activity reports for Area Coordinator outlining contextual updates in the region, main security incidents, meetings attended, and issues discussed therein along with any required action points.

  • Ensure administrative requirements toward customs and any other local authority when implementing activities.

  • Support the Area Coordinator in providing an updated External stakeholder mapping and update it with changes of local administrative structure when needed.

 

  • Public Relation responsibilities:

 

  • Ensure compliance of ACTED with all general requirements of the Provincial and District Authorities including submission of requested reports and responding to special requests. 

  • Ensure that pending permissions/authorisations to conduct activities are submitted across the district as per the needs of programme teams and ensure presentations on completed activities are provided in a timely manner when required. 

  • Support processes at the Area Office aimed at improving internal and, as per the recommendations of Coordination, external communication / visibility, i.e. development of an ACTED Information Bulletin, implementation of an activities bulletin board, etc.

  • Advice ACTED on opportunities for collaboration with local and international NGOs, private sector organisations, and government departments; specifically support coordination in developing practical relations with other actors.

  • Delegated by the Area Coordinator, represent ACTED at local coordination meetings or local NGO forum and ensure good relations with them.

  • Report on any incident and monitor the overall political and security situation in the area.

  • Support the Area Coordinator to consolidate all ACTED departments monthly activities reports and submit to main HAO.

  • Consolidate and present the ACTED annual report to relevant authorities and renewing the yearly ACTED registration in NES.

 

  • Others  

 

  • Draft ACTED formal letters as per request and stamps them and be the focal point to get any clerking approval/s from relevant authorities in all areas.

  • archive a copy or record of all in camps and Off camps ACTED MoUs. 

  • Create and update Tracker for MoUs follow up and its renewal. Process of renewal to be initiated at least 2 months prior to MoUs ending date. 

  • Archive all the letters copy in Liaison department for a record. 

  • prepare a memo outlining per governorate or district local rules applicable on INGO’s and its dissemination within ACTED FLAT and Program departments HODs in order for HODs to incorporate it in their planning an ensure timely actions.

 

 

Key Performance Indicators.

 

  • # of permissions collected within two days following the request
  • # MOUs/handovers/donation forms consolidated ( i.e stamped and signed by all ) with in 10 working days following request
  • # timely/qualities submission of MoU and external communication trackers ( each Thursday )
  • Foster a cooperative culture with IDP affairs office and camp administration
  • # Sops/Note for records on Liaison updated process
  • % of issued solved related to the external relations. 

  • % of updating coordination and the internal department FLAT and PROG with the local 

 

QUALIFICATIONS

 

Essential Qualifications :

  • Bachelor’s degree.

  • At least 3 years’ work experience with an INGO in an emergency and/or development setting, 

  • At least 1 year work experience with an INGO in relevant field (Security – Liaison – Public relation)

  • Proficiency in Microsoft Office, Microsoft Excel, Microsoft Word and Publisher

  • Fluent English and Arabic (written and spoken). 

  • Excellent writing and communication skills

  • Ability to work under pressure in a high pace environment.

  • Good organisational and prioritisation skills.

  • Strong interpersonal skills

  • Strong analytical skills

 

Preferred Qualifications: 

  • Good knowledge of Hasake and Der Ezzor area context.

  • Training or courses related to public relations

  • At least 2 years work experience with an INGO in relevant field (Security – Liaison – Public relation)
