Reporting to the Programs Development Manager, the Program Development Senior Officer (PDSO) ensures effective and high-quality reporting and activity design. Although the PDSO is not directly responsible for implementation, they play a crucial role in the preparation, development, and reporting phases.

Working closely with the WH Monitoring and Evaluation (M&E) and program delivery teams, the PDSO understands needs in target communities and designs effective interventions. Additionally, the PDSO collaborates with stakeholders to develop concept notes and project proposals that align with beneficiaries' needs, implementer capabilities, and donor priorities. The PDSO also reviews and produces final project reports.

TASKS & ACTIVITIES:

Under the supervision of the Program Development Manager (PDM), the Program Development Senior Officer (PDSO) will perform the following duties:

• Prepare high-quality narrative reports and presentations on project activities and expenditures.
• Provide proofreading support to program teams to ensure the highest possible quality of reports.
• Prepare ad hoc/spot reports in collaboration with relevant departments, as required.
• Participate in project reviews, meetings, workshops, and trainings, actively engaging in project events.
• Research funding opportunities and calls for proposals, providing briefings to the Board Funding and Grants Committee when necessary.
• Develop high-quality concept notes and contribute to project proposals that align with beneficiary needs, implementer capabilities, and donor priorities.
• Support communication of program impacts for fundraising and advocacy purposes.
• Undertake other program administration duties as required.

Implied tasks:

• Internal engagement: Tactical programme development, working closely with M&E and programme delivery teams, as well as fundraising and advocacy staff,
• External engagement: Donor and partner engagement.

Required qualifications: Education, Experience and Competencies:

• Fluency in English with excellent writing, editing, and presentation skills.
• Bachelor's degree (BA, BS, etc.) in Business Administration, Political Science and International Affairs, or a relevant field in social science is desirable.
• Minimum of 3 years of experience in a similar role in the humanitarian, development, or stabilization sectors.
• Flexible approach, capable of producing high-quality concept reports and reports at short notice.
• Excellent computer skills, including proficiency in creating and managing databases, spreadsheets, presentations, and effectively navigating the Internet.
• Proven understanding of government donor programming and experience in managing grant funding.
• Exceptional communication skills, able to engage with stakeholders remotely in a multicultural, multilingual environment.
• Proficient in M&E fundamentals, capable of developing theories of change and aligning objectives with donor priorities.
• Conscientious, self-motivated, and deeply committed to the mission of the White Helmets to protect civilians affected by conflicts and natural disasters.

Desirable:

• Master's degree or above in a relevant subject area.
• Minimum of 5 years of Experience.
