Job Purpose:
General Description of the Role
• Under the guidance and supervision of Northeast Syria Food Security and livelihood Working Group Coordinator, the Deputy FSL WG Co. will lead the Agriculture working group including the bread/bakeries task force in North East Syria (FSL – SO2/23).
• The main role of the Deputy FSL WG co. are the five core Cluster Functions:
(1) Effective Service Delivery of SO2/3 response;
(2) Inform strategic decision making for SO2/3;
(3) Plan and develop Agriculture strategy with an Objective on Anticipatory Action;
(4) Develop a humanitarian to development strategy, with support from the FSL WG co.;
(5) Support the intersectoral approach for Agriculture sector for joint response and contingency plan/preparedness
Main duties &
Responsibilities:
• Structure, and organising the Agriculture Monthly for NES partners including setting agenda based on FSL WG workplan and AWG strategy; prompt minutes of meetings with clear next steps, action plans and progression; all with the support of the line manager.
• Supporting NES FSL WG Information Management Officer (IMO) in maintaining sector data sets particularly for the AWG, to identifying main gaps and eliminating overlaps through information sharing and reporting into 5Ws to effectively feed in the FSL and nutrition sector reporting systems and tools.
• Supporting the Northeast Syria Food Security and livelihood Coordinator for emergency preparedness plan, response implementation and tracking across AWG sectors partners cross all NES, but also in any other rising emergency contexts.
• Drafting reports and briefing notes for the AWG and development of the context and needs for the Northeast Syria Food Security and livelihood Coordinator, alongside drafting other reports as required.
• Supporting partners to ensure service delivery is driven by the FSLA findings, and as validated by the partners.
• Supporting Agriculture partners in initiating, analyzing and reporting on needs assessment information for the AWG and, if required the Bread and Bakeries task force.
• Lead the consultation process with AWG partners for the review of technical documents, with the guidance of the FSL WG Co.
• Establish clear strategic positioning for the AWG for Anticipatory Action, as well as supporting with emergency response situations such as displacements including through multi-sector needs assessments.
• Ensuring consideration and inclusion of cross-cutting issues (Protection, Age, Gender, Disaster Risk Reduction and Environment) in the Livelihood and Agriculture response
• Participating in inter-sector meetings, regular and ad hoc, to ensure the best integrated understanding of needs, contexts’ changes, populations movements and response planning
• Promoting among the AWG the knowledge sharing such as exchange of best practices and lessons learnt.
• Lead on the FSL WG in the absence of the coordinator
• Perform other duties as required; such as back stopping support for IMO, WoS requests, SO1 requested inputs, or advocacy / cross thematic topics
Person specification:
Person specification:
Essential
• Degree in a relevant subject; food security, agriculture or related field preferred.
• +3 years of experience in humanitarian response including in Agriculture and food Security sector.
• Over one year in a coordination function, namely cluster / working role
• Ability to work and plan at operational levels.
• Demonstrated responsibility to work with a diverse group of stakeholders and develop consensus and joint working.
• Ability to work productively in a pressurized environment and to maintain visibly high levels of morale in difficult circumstances.
• Proficient in spoken and written English.
Skills:
• Microsoft Excel and word skills.
• Experience with Mobile Data Collection tool for assessment design.
• Writing and analytical skills for context, data and food security indicators
• Effective communication via presentation, meetings and multi-stakeholder meetings
Preferred:
• Demonstrated capacity to be analytical and strategic
• Directly engaged with pooled funding mechanisms i.e. technical committee to assess proposals
• Completed formal training in Working Group / Cluster Coordination.
• Effective organisation for complex workstreams with partners, Working Groups, Cluster, varying between operational and strategic positioning
