The HR Officer fosters a positive workplace culture, resolves employee concerns, and drives engagement and retention initiatives. They manage HR risks, mediate conflicts, and support team leaders in workplace dynamics. The role ensures compliance with policies, audits, donor requirements, and legal frameworks while overseeing HR cycles, personnel administration, and skills development.

Mission 2: Risk Management and Conflict Resolution
Identifies HR risks and implements mitigation strategies.
Mediates workplace conflicts to ensure fair and timely resolutions.
Equips team leaders with tools and guidance for managing workplace dynamics.
Mission 3: Policy Implementation and Accountability
Ensures compliance with HI policies and frameworks in the country, adapting them to align with the local context and operational needs.
Ensures audits are conducted in compliance with organizational standards and oversees proper archiving procedures in adherence to best practices.
Ensures compliance with donor regulations and requirements for all projects within the geographical scope, maintaining accountability and adherence to agreements.
Mission 4: Operational HR Implementation
4.1 Programme Resource Management:
Prepares HR reports and adheres to global HR deadlines.
Oversee the HR cycle implementation in the Raqqa & Deir Ezzor (DEZ), ensuring alignment across all phases like recruitment, onboarding, performance management, and exits.
Ensures archiving processes meet compliance and quality standards, with a focus on continuous improvement.
4.2 Personnel Administration Quality:
Conducts staff briefings on administrative matters and employment conditions.
Manages administrative monitoring of international staff, including movements, leave, R&R, per diems, and visas, ensuring efficiency and accuracy.
Ensures archiving processes meet compliance and quality standards, with a focus on continuous improvement
4.3 Managerial Support:
Communicates HI policies and frameworks to managers, providing clear explanations and addressing queries.
Monitors and ensures managers apply HR policies consistently and effectively.
Mission 5: Manages training and skills-development actions
Manages training activities, schedules, and dissemination, ensuring plan implementation.
Supports managers with skills-development and performance-management processes, especially during annual reviews.
Tracks decisions on skills development from annual reviews and interviews.
Assist in overseeing relationships with external providers for training content, purchases, and negotiations.
Oversees enrollment logistics for training courses, including travel and accommodation.
Handles feedback collection and statistical reporting.
Mission 6: Contributes to the quality of personnel administration for HI staff present in his/her geographical area.
Rolls out personnel administration policies, processes and tools in his/her geographical area.
Produces documents and applies regulatory procedures concerning personnel administration.
Ensures that personnel files are archived in compliance with HI’s rules.
Mission 7: Staff Travel and Movement Coordination
Serves as the focal point for NES Hub border movement requests, ensuring timely coordination with the Iraq team and border officials.
Prepares and submits authorization letters for border crossings and secures approval from border officials in both NES and KRG.
Provides weekly updates to logistics teams in Iraq/NES regarding upcoming movements.
Manages the obtaining, monitoring, and renewal of KRG visas and residency for international staff locally.
Implements and monitors the R&R policy, ensuring clarity and consistency across NE Syria.
Prepares and oversees the monthly per diem for international staff.
Mission 8: Legal and social aspects:
Monitors adherence to the HR legal framework in NES, ensuring compliance with relevant regulations.
Organizes or facilitates the dissemination of mandatory notices and information to staff effectively.
Acts as HI's representative with staff representative bodies, under delegated authority from the HR (line) Manager.
Mission 9: Emergency preparedness and response
Contributes to the programme's emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI.

Education and Experience :
Bachelor’s degree in human resources management, Business Administration, or a related field.
Minimum 2-3 years of proven experience in HR management, including employee engagement, conflict resolution, and compliance with organizational policies.
Familiarity with humanitarian or non-profit organizations is highly desirable.
Demonstrated knowledge of employment law and HR policies.
Strong organizational and sourcing/recruitment skills.
Capability to design and implement staff engagement and retention strategies
JOB CONDITIONS
Salary: 1120 USD per month
Starting date: ASAP
Duration/ Type of contract: 6 months renewable - based on performance and availability of funds
