General Context:
Un Ponte Per (UPP) is an Italian NGO established in 1991. It started its activities as “Un ponte per Baghdad”, in the aftermath of the first Gulf war, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In subsequent years, UPP missions expanded to include Serbia and other Middle Eastern and Mediterranean countries. The NGO aims at preventing armed conflicts, protecting human rights and supporting local civil society, especially in the Middle East, by promoting the nexus between its humanitarian, peacebuilding and development programs.
Since 2015, UPP has been one of the leading INGOs in the North East Syria (NES) response. Thanks to its close partnership with the Kurdish Red Crescent (KRC), UPP has been able to develop a comprehensive system of health services delivered in 26 facilities, including mobile units, hospitals, primary health care centers, and rural health posts. These function as the backbone of the basic healthcare system in the region, including an ambulances network managed by a centralized operational desk for emergency management and COVID-19 response.
Since 2017 UPP is also active in the Protection sector in NES, providing capacity building for local actors on Gender Based Violence (GBV) prevention and response, Child Protection (CP), Psycho-social Support (PSS) and protection mainstreaming in health programs. UPP developed a strong partnership with the Houses of Women, identified as key community stakeholders in GBV response, with the local youth organization DOZ and the Women Protection Department of the Arab National Association, setting up a wider outreach network with a particular focus on awareness and campaigning against early and forced marriage. UPP also co-chairs the NES PSEA Network.
Since 2019 the UPP NES Mission built an Early-Recovery sector component focusing on capacity-building for Local Authorities and civil society, supporting municipalities in NES to establish links with corresponding public bodies in Europe. The intervention pivots on peer-to-peer trainings on waste management (with a strong focus on medical waste disposal), water infrastructure, urban planning and civil defense. 2021 UPP has launched the WaSH and Livelihood sectors under the largest consortium in Syria.
The team is mostly based in North East Syria (NES) with frequent visits to the project locations and is supported by an office based in Dohuk (Kurdistan Region of Iraq – KRI).

The Project Officer based in Hassakeh shall provide programmatic support to Hassakeh National Hospital within the Lifeline project.
The Project Officer is primarily responsible for performing the assigned tasks, which include, but are not limited to, the following. Flexibility and availability to undertake additional programmatic and operational tasks, as needed, are mandatory requirements.
The Project Officer is expected to perform all programmatic and operational tasks in a timely manner under the general supervision of the Project Manager, in close coordination with relevant departments.
List of Tasks Assigned:
Hospital Follow-Up:
• Support the Project Manager (PM) in planning, managing, implementing, and monitoring all project activities related to health, protection, and logistics.
• Monitor the support provided to Hassakeh National Hospital and ongoing activities within the hospital.
• Coordinate with relevant UPP departments (Medical, Protection, MEAL, WASH, Admin, HR, Logistics, and Security) regarding any challenges and needs during project implementation, and report directly to the Project Manager and program team.
• Monitor the hospital’s needs concerning the functioning of health, protection, and WASH services, and report these to the PM and program team.
• Maintain a good relationship with the hospital management team and provide updates on a weekly basis, or daily if needed.
• Attend the hospital daily to ensure smooth service delivery and attend the Amuda office as needed.
• Ensure protection mainstreaming in the hospital through ProM reports; follow up on protection team action points and ensure all departments are involved and responsible.
• Facilitate seminars, training, and capacity-building activities within the project framework and provide all related documentation.
• Follow up on referrals from each camp and their stay at the hospital with the medical team and hospital management, and report when they are discharged.
Coordination:
• Assist the PM and program team in organizing meetings with hospital management and the Community of Health for all departments (medical, protection, and logistics).
• Support the PM in organizing team and project coordination meetings and assist in taking meeting minutes.
• Represent the program team in technical and sectoral coordination meetings at the hospital when the Medical Coordinator, Medical Advisor, or PM are not present, as assigned by the PM.
• Follow up on hospital updates, actively participate in hospital coordination meetings, take minutes, and act on relevant action points.
• Ensure good relationships, communication flow, and coordination with hospital management and the project team, including technical teams (Medical, Protection, MEAL, WASH, and Logistics).
• Assist in drafting agreements with CoH when requested by the PM.
• Establish and follow up on mechanisms to improve the effectiveness and efficiency of field activities and ensure coordination and information sharing among project components and stakeholders.
Reporting:
• Draft and share daily, weekly, and monthly reports with the PM, program team, and relevant departments.
• Support the collection of information for reporting purposes and report writing.
• Assist in donor reporting (monthly reports).
• Support internal reporting.
• Assist in drafting any other reports as required by the PM.
Admin/Logistics:
• Assist the PM and program team in identifying needs at the hospital during project implementation.
• Support the PM and program team in gathering hospital needs for procurements and purchases related to the project.
• Help the PM keep track of Lifeline project stock in coordination with the logistics department.
• Support the PM in drafting project PRs and warehouse requests.
• Assist the PM in preparing supportive documentation when requested.
Bachelors degree in the project management or any related field.
Excellent computer skills, particularly Microsoft Office.
Ability to act independently with minimal supervision
Highly organized and able to multitask
Effective time management and scheduling skills
Should be detail-oriented and possessed analytical skills
Strong communication skills
Experience 1 – 3 years
English and Arabic language is essential and Kurdish is preferred
