SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

 

DESCRIPTION OF THE POSITION

 

Goal/Purpose:

The Deputy WASH Program Manager is in charge of carrying out and accomplishing the WASH objectives as defined in the operation proposals by ensuring a minimum technical standards and support to the WASH Program Manager for overall management of the activities

He/she is responsible for the supervision of the operational teams assigned to the Water, Sanitation and Hygiene Promotion activities.

He/she coordinates the WASH teams and activities in the field to ensure that the WASH activities are well executed and deliver quality results, 

He/she proposes adjustments or developments to ensure relevance, where appropriate.

Relevance, quality and design of project activities: 

  • Support the preparation of new activities and ensure their implementation aligns with Solidarités International's technical standards.

  • Comply with donor requirements throughout the planning and implementation process.

  • Support the Program Manager by preparing the appendixes and technical chapters (of logical framework) of operation proposals 

  • Support in the design and the financial dimension of the human and logistical programs to implement 

Implementation and operational follow-up

  • Prepare and elaborate assessment methodology and reporting formats to ensure timely and high-quality information gathering

  • Plan and implement the WASH activities in accordance with the project work plan, technical specifications and methodology validated by WASH PM 

  • Ensure the activities are in compliance with the donors’ criteria, local standards, the annual operational strategy and SI’s technical requirements

  • Propose adjustments to programs if necessary 

  • Ensure the procurement plans are well executed based on the work plan with the support departments (Administration, logistics)

  • Anticipate difficulties in carrying out of the WASH activities and facilitate problem solving

  • Prepare Internal Order Forms with technical specifications and follow orders in link with the logistics department

  • Participate in the preparation of documents for payment (Service Acceptance Report, Acceptance of Payment) for WASH Activities, and support the logistic department in the finalization of purchase/payment file if needed

 

 

Human Resources Management            

  • Support the management and regular updating of the RACCI matrix and leave planning.

  • Support the WASH PM in the design and adaptation of the HR setup of his/her team if needed

  • Participate in the recruitment of the national technical staff for his/her activity(ies)

  • Ensure the regular appraisal of staff members under direct line management is conducted in line with SI appraisal policy

  • Assist and Implement training activities in accordance with WASH operational requirements and the identified training needs under the lead of PM and in coordination with HR department as relevant.

  • Identify team members’ potential for advancement and communicate this information to the program manager/desk HR Referent

  • Supervise and monitor potential conflicts within the teams and inform the PM in case of a problem. Monitor the teams to ensure that they are adhering to health and safety regulations.

  • Ensure all staff comply with SI Code of Conduct, security protocols and internal regulation while carrying out all activities.

 

Reporting/Monitoring

  • Conduct frequent field visits to check the quality of implementation of activities and the compliance with standards, when the context allows it

  • Ensure the collection and compilation of information about the progress of projects/activities from the field officers.

  • Ensure the up-date and cleaning of database related to his/her activities before monthly reporting

  • Draft the monthly reports on the progress of activities and provide updates as necessary by respecting the internal deadline.

  • Support the PM in drafting reports to donors or local authorities

  • Immediately report any problem or information that could affect the projects/activities or the security of the teams to the PM Report to the WASH Program Manager when there is any delay in the activity or discrepancy with proposal

  • Suggest and implement improvements in monitoring tools (kobo forms, database) in link with the MEAL department

  • Contribute to writing the administrative documents to be signed (MOU, handover…) jointly with governmental authorities, communities or partners

 

Communication/representation 

  • Communicate with WASH supervisors concerning the progress and results of their activities and the instructions given by WASH Program Manager

    • Contribute to maintaining a local operational communication network and positive relations with other agencies in cooperation with the program manager and the Field Coordination department

    • Participate in communication with contractors to provide technical guidelines, specify location of work and plan the activities

    • Participate actively in the Complaint and Responses Mechanism with his/her program manager and the MEAL department

    • Represent SI on request and/or delegation

 

ORG CHART POSITION (reporting and functional relationships)

Under the authority of: WASH Program manager

Has authority over: Water Services supervisor, Sanitation supervisor and Hygiene Promotion Supervisor

 

  • Technical WASH Expertise: Over three years of experience in reviewing and developing various types of BoQs, including: Water Supply , sanitation and Hygiene Promotion
  • Extensive experience working in informal settlements as part of activity implementation.
  • Proven ability to manage teams of at least 10 members (both direct and indirect management).
  • Skilled in identifying team needs and planning for their capacity development to enhance overall performance.
  • Strong communication skills, enabling effective interaction with diverse stakeholders.
  • Strong understanding of the project management cycle, with hands-on experience in implementing and overseeing projects.
  • Participated in the preparation of proposals, with a solid background in proposal development and donor compliance.
  • Experience with INGOs: minimum of four years of experience working in the WASH sector with INGOs.
  • Proficient in AutoCAD for technical designs and drafting.
  • Strong command of both Arabic and English, including excellent writing, speaking, and grammar skills.
