List of main activities:

  • Preparation of Monthly HR pack (organigram / HR Nat FU ...) before validation of Admin Manager 

  • Responsible for contributing to recruitment strategy and setup design, and for managing the end-to-end recruitment process in compliance with SI procedures.

  • Ensure effective implementation of HR policies and procedures at base level, provide advisory support to staff and managers, and contribute to training needs assessments and planning.

 

Team management

  • Coordinate, plan the work, train and support team members under his or her supervision

  • Conduct regular performance evaluation of the team under his/her supervision and identify capacity building needs.

 

HR Administration and Employee Management

  • Ensure the administrative management of expatriates within SI mission (file, visa, plane tickets...)

  • Compile and verify the monthly information entered in homere. Validate the monthly payroll before sending the compiled PER for validation to the Admin Manager

  • Compile and verify the EAP follow up, the Archive Follow Up and the Recruitment Follow 

  • Collect the necessary information to monitor changes in the cost of living and the legal framework. 

  • Keep an organizational chart up to date for the base

  • Supervise payment of salaries after approval by the Admin Manager

  • Assist the Admin Manager in the organization and conduct of meetings with staff 

  • Report any alert concerning SI employees and support Admin Manager in the social dialogue

  • Make all administrative information available to the staff (posting, meetings, etc.), support the Admin Manager in translating documents into local language.

  • Prepare the information and statistical data required for drawing up budgets and salary costs.

  • Oversee contract lifecycle management, including validation, expiration tracking, orientation, and compliance with recruitment and termination procedures.

  • Ensure confidentiality, proper handling, and accurate archiving of all HR documents, and oversee the monthly preparation and compliant transfer of archives to Erbil.

 

Administrative management of the base

  • Secure HR documents
  • Ensure physical and digital archiving of the HR documents according to SI procedures
  • Conduct the monthly preparation of sending the HR archives to Erbil after a final verification of their compliance to SI procedures

 

Reporting/communication

  • Take part in the weekly HR meeting and report on a weekly basis to the Admin Manager

  • Participate in preparing and carrying out audits or any checks issued by partners or head office, at the base level. 








     

Education:

Bachelor's degree in human resources, Business Administration, or related field (required).

Additional certifications in HR are a plus.

 

Experience:

Minimum 3-5 years of experience in HR management or a related role.

Proven experience with payroll, HR systems, and employee relations.

Previous experience working in humanitarian organizations or international NGOs is highly preferred.

 

Skills:

Strong understanding of HR processes including recruitment, training, and payroll.

Excellent organizational and time management skills.

Proficient in Microsoft Office Suite and HR management software.

Strong communication and interpersonal skills, with the ability to manage teams.

Fluency in English is required; knowledge of the local language is a plus.

Personal Qualities:

High level of confidentiality and integrity.

Ability to multi-task and work under pressure in a fast-paced environment.

Strong problem-solving skills and attention to detail.
