Title:  Branch Manager   
Location: NES, AlRaqqa
Reporting to:  Business Manager, Amman Jordan
Expected starting date:  Jan 31st 2025

This position will initially be under an NEF contract, seconded to SFS. Once SFS’s registration in Syria is finalized, the candidate will transition to an SFS contract”. Working through a network of country offices and local partners, NEF has operations in ten countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, South Sudan, and Syria. Its programs are organized around three themes: Inclusive Economic Development, Climate-resilient Development, and Stabilization and Peacebuilding.

SFS Background 
Siraj Financial Services (SFS), registered in Belgium with a regional office in Amman, is committed to driving sustainable economic growth in Northern Syria by empowering local entrepreneurs. Building on NEF's successful revolving credit fund pilot, which provided small loans to entrepreneurs in Ar-Raqqa, Deir Ez-Zor, and Al-Hasakeh, SFS is advancing this initiative by commercializing the model and expanding its reach. Targeting micro, small, and medium enterprises (MSMEs), we offer micro-loans and development loans alongside non-financial services such as business development training, coaching, and market facilitation. Our focus is on supporting women, youth, and vulnerable groups, prioritizing high-value sectors such as agriculture, manufacturing, services, and trade to ensure their active participation in the region's economic development.

Position Description


The Branch Manager position in Northeast Syria is pivotal in driving the branch's growth and success by implementing effective marketing and promotion strategies, fostering strong relationships with the local community and customers, and ensuring optimal service delivery. The role requires achieving financial and operational targets, including portfolio growth, high collection rates, and credit quality, while adhering to company policies. It involves overseeing and mentoring branch employees, identifying market opportunities, and preparing detailed performance analyses and reports. Additionally, the Branch Manager ensures seamless coordination with other departments and contributes to the strategic expansion and development of the branch.
 


Responsibilities
•    Implement the marketing and promotion strategy set for the branch by the company's management, and ensure the provision and delivery of service optimally to existing customers and targeted by all employees in the branch. 
•    Establishing good relations with the local community and with the target and existing customers and in coordination with the relevant company's departments, through periodic and frequent field visits, identifying their needs and providing them with financing solutions.
•    Ensure the achievement of the monthly/quarterly/annual objectives required by the branch and follow up their achievement with all concerned branch employees, and ensure the achievement of the target growth in the size of the branch's financing portfolio at the level of numbers and amounts. 
•    Ensure the achievement of the target collection rate for the branch and follow up on its achievement with all concerned branch employees, and maintain high quality of the credit portfolio. 
•    Studying, reviewing and evaluating studies and requests submitted by customer relations officers and business units in the branch, evaluating all surrounding risks, conducting evaluation field visits to customer workplaces and/or accommodation, making random samples, and developing appropriate recommendations, in line with the company's policies and procedures, and passing them to the concerned departments in the company according to the authorities. 
•    Control, follow-up, supervision and audit of all branch employees and their work in order to ensure that they apply all policies and procedures duly, ensure the quality of service provided to customers, and submit periodic reports in particular to the Director of the Operations Department. 
•    Ensure that all concerned employees in the branch follow up customers to pay their payments and ensure that they pay the installments on time according to the company's policies and procedures, in order to ensure that the targeted and required collection rates are achieved.
•    Follow up the due installments directly, daily and regularly with customers and sponsors who are late in payment, and make a field visit to their places of work and/or housing according to the company's policies and procedures, and submit the necessary follow-up reports.
•    Studying the available opportunities in order to expand the customer base and spread in the opening of geographical areas. 
•    Periodically analyze the performance of customer relationship officers in managing their financing portfolios at the level of grants, collection and service provided, identify any problems, phenomena, challenges, negative and/or positive indicators at the level of the branch's portfolio, prepare reports and recommendations thereon and submit them to the Director of Operations Department.
•    Training the branch's employees periodically, ensuring that all branch employees know, understand and be aware of their work, job tasks, policies and procedures of the company, identify any weaknesses they have, and prepare the necessary recommendations in particular and submit them to the Director of the Operations Department.
•    Identify any phenomena, problems, challenges, and/or negative and/or positive indicators of the geographical area covered by the branch in order to identify any opportunities and/or threats, prepare the necessary reports in this regard and submit them to the Director of the Operations Department.
•    Follow up on all matters related to the branch, and coordinate with the concerned departments and authorities. 
•    Prepare the monthly/quarterly/annual work plans of the branch, and prepare analytical / control reports / and any other reports to the Director of the Operations Department. 
•    Any other tasks assigned, provided that they do not conflict with the approved personnel system
 

Qualifications and Requirements:
•    Minimum of 3-5 years of experience in years in microfinance and/or banking, with at least 1 years in a leadership role within the microfinance or financial services industry. Financial Technology is preferred.
•    In-depth understanding of microfinance operations, financial products, and client needs within the sector.
•    Excellent communication and interpersonal skills, with the ability to engage with clients, staff, and stakeholders at all levels..
•    A minimum of a bachelor's degree in finance, banking, accounting, business administration, economics, and/or a master's degree is preferred and/or professional certificate.
•    Fluency in spoken/ written Arabic and English required.
