General Description:
The Senior Program Officer will oversee the design, implementation, monitoring, and reporting of a portfolio of programs within AFH. This role ensures programmatic success, impact measurement, compliance with donor requirements, and alignment with AFH’s mission and strategic goals. Additionally, the Senior Program Officer will supervise and support the Reporting Officer, ensuring the consistency and quality of program documentation, donor reports, and internal programmatic communications.

Main Responsibilities:
Program Strategy Development:
Lead the development and refinement of program strategies, ensuring alignment with the AFH’s mission, donor priorities, and community needs.
Identify opportunities for program expansion and funding, coordinating closely with the Business Development team.
Ensure programs integrate lessons learned, best practices, and monitoring and evaluation findings into their design.
Project Proposal Management:
Oversee the development of project proposals, including technical narratives, budget estimates, timelines, and compliance with donor guidelines.
Ensure that all proposals align with AFH strategy, donor requirements, and community needs.
Review proposals and provide strategic input to enhance coherence, clarity, and competitiveness.
Program Implementation and Coordination:
Oversee the execution of multiple projects, ensuring timely implementation, adherence to project plans, and achievement of programmatic goals.
Monitor project progress, address challenges, and provide technical and strategic guidance to project managers and field teams, ensuring alignment with best practices.
Establish and maintain program monitoring and evaluation systems to track program progress and outcomes.
Lead programmatic coordination efforts among departments, including MEAL, Finance, Logistics, and Operations.
Ensure smooth implementation of AFH-HQ projects, providing necessary support to field teams.
Supervision & Capacity Building:
Supervise the Reporting Officer, ensuring high-quality and timely reporting across all programs.
Develop capacity-building plans for reporting staff, enhancing their ability to produce compelling, data-driven reports.
Establish standardized reporting frameworks and tools to streamline documentation and ensure compliance with donor requirements.
Resource Allocation & Budget Oversight:
Manage program budgets, allocate resources effectively across projects, and monitor budget compliance.
Ensure financial and material resources are available for program activities.
Work closely with Finance and Operations to monitor spending, forecast budget needs, and mitigate financial risks.
Quality Assurance & Compliance
Implement quality assurance and control measures to ensure high-quality project deliverables.
Monitor project activities, ensuring they meet established performance indicators and quality benchmarks.
Ensure proper project closure processes, including lesson-learned workshops, final evaluations, and compliance reviews.
Stakeholder & Partner Engagement
Maintain and strengthen relationships with donors, partners, and relevant stakeholders.
Facilitate community participation and feedback mechanisms, ensuring programs are responsive to local needs.
Represent AFH in coordination meetings, donor briefings, and sectoral working groups.
Reporting & Documentation
Oversee the preparation, review, and submission of high-quality donor reports, ensuring accuracy, clarity, and compliance with reporting requirements.
Conduct regular assessments, analyze program data and reports to identify trends, challenges, and opportunities for improvement.
Ensure all program documentation is well-organized, up-to-date, and accessible for decision-making and future proposal development.
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
Bachelor's degree in a relevant field (e.g., International Development, Public Administration, Business Administration, or related disciplines).
Master's degree preferred.
REQUIRED SKILLS AND ABILITIES:
Strong leadership and team management skills, with experience supervising program and reporting staff.
Excellent analytical, problem-solving, and decision-making abilities.
Thorough knowledge of donor regulations, reporting standards, and compliance requirements.
Proficiency in project and program management tools and software.
Strong written and verbal communication skills, with the ability to compile and analyze programmatic data for strategic decision-making.
Experience in budgeting, resource allocation, and financial oversight.
Ability to work effectively in cross-functional and multi-sectoral teams.
